Mr. Nicolle reported his arrival on the 15th instant, and the publication of appointment and arrival in the Government Gazette gave rise to a question as to the wording of the Notification.
It is stated in your despatch under acknowledgment that Mr Nicolle has been appointed by the Comptroller and Auditor General, and I proposed to gazette the appointment accordingly; but the matter being referred to Mr. Nicolle, he represented that being a Colonial Official, drawing pay from Colonial Funds, and entitled to pension, his appointment should appear as being made by me. He suggested at the same time that his appointment should be notified as proposed by me, and the matter referred to
